Fury's hold is brilliant. They could be situated on an island to keep the other dragons from really getting too curious/flying all the way out to find them. There's a whole group of riders that fly watchflights, plenty of sun for the dragons, and you have your elite crew that lead the way to rogue Thread patterns. Because they're made up of all different Weyrs, nobody's really beholden to anybody (though F'lar and a few others regularly provide beasts for when they tire of fish). It's not a proper Weyr, but damn if it's not effective.
